Senator Estes applauds decision of Texans to pass critically important amendment

Austin – Texans voted yesterday to pass Proposition 6 by a margin of 73.37 percent to 26.62 percent. The proposition creates the State Water Implementation Fund and triggers an appropriation of $2 billion from the Economic Stabilization Fund, also known as the Rainy Day Fund, to make loans to local water authorities to finance the construction of water infrastructure projects, such as reservoirs, that are included in the state water plan.

Praising its passage, Estes said, “It has historically been within the proper scope of government to develop basic infrastructure, such as roads, airports, train tracks, sewers, and reservoirs. This has been the case going back to the founding of our state and nation. The $2 billion appropriation made by Proposition 6 will leverage $30 billion over the next 40 years. I am happy Texans recognized that making a one-time expenditure that will grow 15 times is sound policy and good conservative fiscal management.”

Estes further said, “In addition to being within the proper scope of government and a good investment in our future, Proposition 6 leaves a healthy balance in the Rainy Day Fund.”
